We walk the site with the HOA or the city and put the scope in writing a board can vote on.

Agency permits, then excavation, dewatering and sheet pile so the slab has something holding it.
Forms and steel
Forms set to grade, rebar mat tied and inspected before any concrete is ordered.
Pour and open
Pump truck placement under lights, finish and cure, then boardwalk and railing before it opens.
